Josh Vinci serves as Vice President of DHS Programs at Atlas Tech, where he leads operational execution and growth across the company’s Department of Homeland Security (DHS) portfolio. He brings more than 25 years of experience in national security, program management, and mission‑focused technology delivery supporting DHS, the Department of Defense (DoD), and the U.S. Coast Guard.

Josh joined Atlas Tech after a 20‑year career in the U.S. Coast Guard, retiring as a Lieutenant Commander. His assignments included Director of Intelligence for USCG Sector Houston‑Galveston, Operational Test and Evaluation Chief at Joint Interagency Task Force South, and Senior Strategic Intelligence Analyst at the Coast Guard Intelligence Coordination Center. His work shaped national‑level strategy in maritime smuggling and counternarcotics operations.

At Atlas Tech, Josh oversees the team delivering complex, multi‑domain solutions across the DHS enterprise. A certified Project Management Professional (PMP), he has led multi‑million‑dollar initiatives integrating communications, cyber, and maritime domain awareness technologies, while strengthening customer partnerships and scaling DHS‑aligned programs.

Josh holds a Master of Science in Strategic Intelligence and a Bachelor’s degree in Business Management.
