Jess Fletcher serves as Vice President of Contracts at Atlas Tech, where she leads the company’s enterprise contract strategy and provides executive oversight of contract and subcontract administration, as well as industrial security. She plays a critical role in ensuring compliant, well‑governed contract execution that enables mission success across the organization.

Jess brings a distinctive blend of legal training and business insight to her leadership. She earned her undergraduate degree from the College of Charleston, double-majoring in Business Administration and Economics, and later received her Juris Doctor from Florida State University College of Law. She is a member of the South Carolina Bar and the National Contract Management Association (NCMA).

Jess began her career in the nonprofit sector before transitioning into government contracting as a Contracts Administrator with SAIC, launching a career dedicated to supporting federal programs. She is recognized for driving process improvement, strengthening compliance, and helping teams navigate an evolving regulatory landscape.

Jess also serves on the NIWC Atlantic Contracts Industry Council (CIC), collaborating with industry and government leaders to address acquisition challenges and advance shared goals in support of the warfighter.
